Windsurf is now Devin Desktop: Cognition renamed it on June 2, 2026, and kept its plans and prices. Against Cursor it lines up closely on price, with a free plan, Pro at $20 a month and a top individual tier at $200, though Cursor adds a $60 Pro Plus in between.

The products have moved apart. Cursor is an agent-first editor with its own Composer model, Tab completions, cloud agents and Bugbot review, and it publishes per-model API rates for usage beyond the plan. Devin Desktop has turned into a board for running and reviewing local and cloud agents, and it can drive third-party agents such as Codex and Claude; its quotas refresh daily and weekly but aren't quantified.

Cursor is the safer default for most developers today. Devin Desktop is worth a look if you want to manage several agents from one place, or you mainly want free, unlimited Tab completions.
